Samko Capital

Architecting Resilient Portfolios with $13B+ in Specialized Fund Management

Samko Capital Luxembourg Limited specialises in the structuring, deployment, and active management of institutional-grade investment portfolios for sovereign partners, family offices, and multinational corporates. Our approach combines disciplined capital allocation with deep operational expertise across sectors critical to economic development.

The firm designs bespoke investment structures that align long-term capital with strategic infrastructure and industrial opportunities. These include projects in energy, advanced manufacturing, real estate, and technology-driven industrial ecosystems, where Samko’s platform supports both capital formation and operational execution.

Our investment philosophy emphasises capital preservation, structured downside protection, and sustainable value creation. This is achieved through the selective deployment of senior secured investment structures, robust covenant frameworks, and continuous financial and operational oversight throughout the lifecycle of each project.

In addition to capital structuring, Samko provides active portfolio management, including asset allocation strategy, covenant monitoring, risk management, and performance optimisation. This hands-on approach ensures that projects are delivered with strong governance, financial discipline, and alignment with host-country economic priorities.

Through this model, Samko Capital aims to partner with governments and institutional stakeholders to mobilise large-scale investment, accelerate industrial capacity, and create resilient long-term economic value.

Client Portfolio Management

For clients, Samko oversees multi-asset portfolios by conducting due diligence, negotiating terms, and ensuring compliance with Luxembourg’s regulatory framework. It emphasizes long-term value through diversification—e.g., blending stable income from bonds with growth-oriented equity stakes, while maintaining liquidity and ESG alignment. Clients benefit from tailored reporting and strategic adjustments amid market volatility.

Risk and Performance Approach

Portfolios under Samko feature rigorous stress-testing, with covenants like DSCR thresholds to safeguard capital. It prioritizes Luxembourg’s tax-efficient vehicles for cross-border efficiency, delivering resilient returns for clients in volatile environments.

Managed Projects

Medical University and Hospital Campus

Samko Capital is supporting the development of an integrated medical university and hospital campus, representing an investment of approximately USD 400 million across two sites spanning more than 100 hectares.

The project combines medical education, tertiary healthcare services, and biomedical research infrastructure within a single ecosystem designed to serve regional healthcare demand and international medical education markets.

Revenue streams are expected to be generated from tuition fees, hospital clinical services, research collaborations, and healthcare innovation partnerships, creating a diversified and resilient operating platform.

Semiconductor Fabrication Facility

The semiconductor fabrication initiative represents a USD 4.0 billion investment within a broader USD 24–25 billion semiconductor manufacturing program.

The facility will be developed across an 800-acre multi-phase industrial site, housing advanced wafer fabrication lines, cleanroom environments, and supporting utilities infrastructure designed to support global foundry clients.

The project aims to position the platform within the global semiconductor supply chain by producing high-value wafers for industrial, AI, automotive, and communications applications, supported by long-term foundry contracts.

Semiconductor OSAT Facility

Complementing the fabrication platform, Samko Capital is investing approximately USD 1.5 billion in a semiconductor assembly, testing, and packaging (OSAT) facility.

The OSAT operation will provide back-end semiconductor services, including chip testing, advanced packaging, and quality validation, enabling earlier revenue generation and strengthening supply chain integration with upstream fabrication facilities.

This segment is expected to benefit from rapid demand growth in chip packaging technologies driven by AI computing, automotive electronics, and advanced processors.

AI-Enabled Smart City Development

The AI-enabled smart city project represents an investment of approximately USD 2.0 billion across a 377-acre integrated development.

The project is designed as a technology-driven industrial ecosystem, incorporating data centres, renewable energy generation, advanced manufacturing clusters, residential districts, and social infrastructure.

Revenue generation will arise from industrial leases, digital infrastructure services, renewable energy supply, and urban services, creating a long-term platform aligned with next-generation digital and sustainable urban development.

Battery Energy Storage Gigafactory Platform

Samko Capital is developing a Battery Energy Storage System (BESS) gigafactory platform representing approximately USD 1.6 billion in investment to support 1.2 GW / 2.4 GWh of storage capacity across multiple markets.

The platform integrates battery manufacturing capability with grid-scale energy storage deployment, enabling participation in capacity markets, energy arbitrage, and ancillary grid services.

This initiative forms part of Samko Capital’s broader strategy to support renewable energy integration and resilient power infrastructure.

Optoelectronics Manufacturing Platform

The optoelectronics initiative represents a USD 3.0–3.8 billion investment, forming part of a broader USD 15.5 billion technology manufacturing program.

The platform will consist of six specialised manufacturing facilities focused on optical semiconductor chips, photonic modules, and integrated optical systems used in telecommunications, data centres, and advanced sensing applications.

By combining chip design, component manufacturing, and module integration, the platform aims to establish a vertically integrated supply chain for the rapidly expanding global photonics and optical communications market.

Samko Capital Luxembourg Limited manages a diversified portfolio of infrastructure projects through senior secured notes, with total exposure exceeding $13 billion USD across semiconductors, energy storage, smart cities, and education/healthcare sectors. Allocations primarily fund capex and reserves under covenants like 1.70x DSCR and 1.40x LTV for downside protection.

Samko Capital leverages a Luxembourg-domiciled structure for efficient fund management, enabling segregated compartments for client portfolios. This setup supports compliant origination, deployment, and monitoring of investments like project bonds.

Organizational Structure

Samko Capital Luxembourg Limited employs a UK-Luxembourg structure for streamlined fund management. The UK entity focuses on origination and management, channeling assets into a Luxembourg compartment that issues secured bonds for project SPVs. Proceeds deploy milestone-by-milestone, with legal support under Luxembourg law.

Portfolio Role

In practice, this structure allows Samko to ring-fence client assets in compartments for risk isolation, tax optimization, and scalability. UK entity drives deal sourcing; Luxembourg manages issuance/distribution; monitoring ensures covenant compliance across diversified holdings like infrastructure debt. Clients gain transparency through milestone-based tracking.

Benefits for Clients

The model facilitates cross-border efficiency, with compartments acting as bespoke vehicles for senior secured notes. It minimizes counterparty risk via secured lending and supports active management—reallocating based on performance—while adhering to EU AIFMD/UCITS standards.
